The Manager of Adoption Contracts is responsible for the overall functioning and management for a team of 5 professionals that are involved in the process, programs and material information for adoption contracts. The primary instructional materials are bid, then reviewed, and finally approved as part of the state/district education bid/award process. This position establishes short and mid-term work strategies and optimizes resources to ensure that work objectives are consistently met based upon timelines and due dates established by state/municipal governments. The manager must exercise good judgment in selecting methods, techniques and evaluation criteria for obtaining results. This position will focus primarily on ELHI (e.g. elementary/secondary) state adoption requirement contracts.

Responsibilities:

  • Develops and manages the process, programs and materials for which primary instructional materials are reviewed and approved for education purposes by state and local governments.
  • Ensure the execution of processes are timely and full/high compliance is achieved.
  • Ensure that all controls and signatures required for risk mitigation are obtained in all cases.
  • Designs and manages instructional materials listings in accordance with very specific state criteria utilizing very carefully aligned state academic standards.
  • Manages State Adoption Bids and Contracts, Open Territory/District RFP’s and contracts.

Bid Completion and Submission:

  • Executes the timeliness and accuracy of bid submissions. This is a “no errors allowed” position. The bid includes the bid document and the delivery of all review materials needed by state reviewers. Materials must be delivered in the format requested by the state; sales management; and the respective business unit contacts. Constant communication with warehouse required for official committee (physical) sampling; communications with both inventory management and manufacturing also required.
  • Review each bid prepared by Bids and Contract Administrator for 100% accuracy.

Bid Completion Process Review and Redesign:

  • Aggressively pursue information needed to complete bids from editorial, marketing, sales, and state offices. Execute the bid completion plan for current year that has been agreed upon with sales. Identify areas for improvement and make immediate changes when necessary.
  • Communicate changes to all involved parties in bid completion meeting and ensure sign off by all stakeholders of final contract. Ensure sign off is well documented in all cases.

Annual Review with Auditors:

  • Review testing requirements; administer to all requests for data; work with the auditors to support their needs.

Qualifications

  • Bachelor’s degree or appropriate combination of education and significant experience.
  • Typically requires a minimum of 7-10 years of related contracts, project management and process experience and/or 5 years of management and area-specific experience.
  • Experience and ability to work directly with sales, product teams, and customers to achieve successful contracts and lead the business assurance.
  • Implement Best Practices to ensure compliance with each bid.
  • A good people manager/leader who shows flexibility as well as can communicate clearly and effectively.
  • Must have outstanding time management and deadline management skills.
  • Knowledge of state/district contract/bidding requirements a significant plus.
  • Excellent written skills a must.
  • Must possess a proactive approach and ability to direct and orchestrate large, multi- team efforts with tight deadlines.
  • Must be able to make sound business decisions and hold others accountable in a professional manner.
  • Must be able to document all actions and decisions for all adoption submissions.
  • Competency with MS Office business applications a must.
  • Must be a good problem solver.
